Well, that tank might be more than centuries old and would have been long enough to hold 200 people. As there had been not a good spot to view the scene that place might have been the best.

It might not have been the first time that the tank was put to such use.

I doubt there's any sort of thing like law regarding this. C'mon dude those people didn't knew that the tank is gonna collapse this time. They might have tested it before but, it worked fine at that time.
